Why the ticker message? I will try looking at population graph. PAK is heavily modded.

Hmmm. Your workforce is over 50% and life expectancy is under 90, which is is fine. Industry complains of taxes - what is the indistrial tax rate? Are the clean air and industrial waste tax ordinances on? Are electronics and biotech tax incentives off?

Edit:

Do you have any seaports or rail connections to boost industrilal demand?

seaport end to end, which cut off one neighbor, I thought having a sea would create an ocean neighbor.

    Very generous tax rate

    image.png.cc5ac69d4e66bd6c8d06dd37978faf10.png

    All those ordinances are on.

1 rail connection, done very late. Road connections on each tile...

I changed the pak file so that things that affect industry land value do so negatively.

Hah, we're having the same issue then. My industrial tax is 0, subsidized by 4% commercial tax. Comercial has steady modest demand but industrial demand still ocassionaly plumets. I susppect two things:

1 - as population grows, the balance of jobs switches from 80% industry to 80% commerce. If demand for comerce can compensate for the loss of industry we should be fine.

2 - education is not high enough to support clean industry, and taxes punish dirty industry, so nothing can survive.

I found some articles about this:

    The great depression

    Dealing with the great depression

    Preventing depressions

    Avoiding depressions

There was one more article which listed the amount and kind of demand each zone/building generated.

The article mentioned a cycle of booms and busts hard-coded into the game, lasting 150 years. Each cycle had 2 big downturns(-90%!!!) and half a dozen minor ones (-20%), with a few minor booms(+10%).

This would happen no matter what, but you could play with workforce ratio, tax, service budgets and ordinances for damage control.

I can't find it now to check if the timing matches. :(

@catty-cb, do you remember the title? *:???:

    Edit: Found it!

Well its not that either. Your downturn has been going on for 20 years, these only last two. I really don't know what the deal is. 😐

That's why I did an index or site map page to make it easier to find things in it

    Hmm

I have docks+industry (High, mid and low density) on 3 sides of the map, for a city half the size. What would happen if you zoned more docks? 😕

The docks are down the one side that has water. Maybe a dry docks might work...
