Long commute time and jobless icons

I'm getting jobless icons and long commute with a city that has x population.

I have the CAM 2.1.0 + NAM 37 installed

What happens if you add more industrial zoning there in that lower portion? Seems to me it could be as simple as there aren't enough jobs for the current population.
