Difficulties with SC4 Mapper 2013

Good afternoon people. I'm currently learning how to use sc4mapper 2013 and I'm having some difficulties. Whenever starting in a new city, it is asked to reconcile the limits of the city and it ends up turning into water and also after the region is created it has a dark green tone different from the original. Does anyone know why and can help? I tried to find something and I couldn't, I also saw that there is another program that does the same function as sc4mapper2013 and is called terraform. Which would be the best?

Very sorry. I found in another topic that for that color in high constraints to disappear, just found a city in it. However, conciliation with other cities still remains.

You can just say no to that and it'll be alright.
