Mods not appearing in my list

Hi,

I recently try to use some mods in the game. I subscribe in steam workshop, but the mods I subscribe does not appear in the mods' list. I even try to get some mods from other sites, and copy them in the path User/your name/AppData/... Colossal order ...but still no signs of mods. Sometimes it works with some mod when I say it works  mean they appear in the list I turn them off but in the game they don't appear in the tool bar. Would you please help me with  the problem?

 

PS/ Is it important what DLC to run? I have installed Mass Transit, After Dark, Snowfall, Concerts.
