How would I use a map?

Is it as simple as importing it into the regions folder, or would I have to do something more intricate. The region has over 500 cities or something like that, and the creator says to use SC4Terraformer.

For map files using the higher precision SC4M format, this is where either Terraformer or SC4 Mapper can render them for use in the game.

I personally recommend SC4 Mapper for this task (notably the version released in 2013). This program has been specifically designed for doing so, whereas Terraformer is primarily a design tool which makes it slightly less user friendly for the specific task of rendering a custom map (though it can also be done).

For the process of doing it for a SC4M file and just use the appropriate button instead and you should be good to go.
