small shops hate me!

 Hello, there is one wierd bug going on in my city. The demand for my city has frozen in place. This wouldn't be so bad if the small shops didn't stop at -5500. I lowered their taxes to 0, yet they still refuse to move in. On the other hand, the other commerical, industrial, and residential groups manage to piss and moan when I raise their taxes. I pre-planned my city and it started with a bang. I have 7500 commercial jobs, 2100 industrial jobs, and a residential pop of 3700. A year has passed but the demand hasn't moved even after 6 months of the free time.

This is an odd problem. Residential should not be stopping at 3700 if there are enough jobs and zoned space. It is also strange that your city has that many jobs with a residential population that size (or are there other connected cities next to this one?)

It would be helpful in determining what is wrong if you were able to show us some (small) pictures of your city and RCI chart (detailed) and provided details of all the tax rates in the city, and details of any neighbouring cities (jobs, population etc) as well as regional populations.

Without seeing the city, I will agree with Sam about the residential population.  I suggest increasing the residential zones, either by area, or density.  Generally speaking you need almost double the sims as jobs, for a self contain city.

ive seen this happen when commute times shoot up for some reason.

maybe you accidentally destroyed an important road or streets intersecting with an avenue dont cross the median and sims have to drive out of town to turn around to get across the street

i think you have set off a bug, i have heard of this before on www.gamefaqs.com basically it's called 'the wall' when you hit it for no reason nothing develops/grows. nomatter what you do, add a hundred parks if you want but it still does nothing.

the only soultion i know is to make teh main area of your city really rubbish lower power so there are blackouts, lower water, police hospital and fire services too.
 
then in a corner of your city built a new set of zones with everything perfect. best police hospital fire coverage etc. also place schools and other stuff there.
 
what should happen is they should all migrate there. then demolish all the old city and expand the new corner one.
 
I AM NOT RESPONSIBLE IF THIS DOESN'T WORK, it worked for me but no promises.

Sounds like demand cap trouble. How are you fixed for parks and plazas? Do you have enough R zoning for the jobs.

What does your jobs and population graph look like? Are you overloaded with R

     You didn't really understand my situation, but don't worry about it. I chose to just obliterate the city. Thanks for your help though.
