Will this avoid the eternal commuter bug?

Please see attached.  This is my planned highway system.  I plan to use MAXIS highways with NAM 35.  I may use some cross tile rail.  It is likely to either parallel the highways for freight or simply be point to point or intra tile only.

I have tried to follow the suggestions of:

(1)  avoiding near tile edge connections

(2)  having on/off exits far from tile edges

(3)  making it tree like

Is this going to work or cause problems?  Thank you!

PS:  This is my 4th shot at building on the New York map.  I am hoping to get something decent this time.

That looks like as good an attempt at avoiding the commuter loop as any. Your 3 considerations in building a network are the ones to use and it will be interesting to see how it plays out. Oh yes, you skipped one exit onto a tile just south of the main tile in the middle, was that on purpose or just an oversight?

Mark,
This layout will certainly prevent your highway system from causing the issue.  But I hope you understand that any type of network can cause the issue in the correct circumstances.

The problem generally occurs when there are connections between three or more city tiles close to where the tiles intersect.  The primary cause of an eternal commuter is when a Sim crosses a connection "looking" for a job, and there is a connection to another city that is closer than any jobs that the Sim is "qualified" for (by wealth). If the connection is closer, the Sim will use the connection.  Depending on layout of city tiles, if the same circumstances exist in the second city tile, then a third and maybe a fourth, the eternal loop is created.

I'd allow a connection in mid-Manhattan so Jersey traffic has a direct line to Queens. Eternal commuters are unlikely in loops of 5+ sectors. Other mitigating tactics involve job placement (intercept job-seekers before they reach the border).
