Problems with SimCity 4 using AMD Radeon HD7570

Every time I attempt to install SC4 onto my Dell XPS (with Windows 8.1), with a factory-installed graphics card (AMD Radeon HD 7570), I get to the Region screen, but once I attempt to play, it crashes to desktop and there is NO indication the game even was installed (no mention of it on the list of programs to install/uninstall, etc.)

 

Is there a problem with the game being used by this graphics card, and if there is, what can I do to remedy this? I tried playing SimCity (5), but keep dealing with log in problems keeping me from playing. I've been a huge fan of SC4 since I first bought it for my old Windows XP Compaq 13 years ago, and I would love nothing more than to come back to SC4. But I can't get it to run once installed with this graphics card.

In short, I'd follow through the steps of the following tutorial:

Usually these issues can be resolved. If not, as per the instructions, you may have to use software rendering to play.
