There are no "levels" in this game. It may be that you are not providing enough room for the bridge to rise. I don't know what the number is, but there's a limit to how steep your road can be. If you are too close to another road and try to build a bridge over it, it won't allow you to do it and instead it will try to snap to the other road. The pg. up and down buttons raise and lower the road one "unit" of height... I.e enough to get over a flat road, again provided you have given enough room for the road to rise. Similar to real life, a car can't drive up a 60 degree angle road!

Do a test. Pick an open area of land in your city, somewhere you haven't developed yet. (Save before hand so you don't spend all your money). Build a flat road a couple blocks long. Then build a perpendicular road that starts far away from this one (10 or 15 grid blocks maybe). Lay the perpendicular road and make it as short as you can. Then when it wants you to pick a point for the next section of road, before you click, press pg up. The road will raise up one unit. You will now have an elevated road that should be able to go over the flat road. Press pg down to go back to flat after you have bridged the flat road.

The other big thing, I can think of at least, is make sure that the piller is not on top of the lower road. If you get the no piller mod, this is not an issue and you can make double decker roads.

There is a possibility you have installed a mod that has changed the key required to raise the level, or has wiped out the keybinding.  Check your key mappings in you menu and if you have the Fine Road Heights Mod you are going to have to hit the plus key several extra times per stock road level.

Just to eliminate the obvious - you are using a standard road right; not one with grass/trees on?

You can till make overpasses with the tree road. The trees just don't show.

Oh yeah - you're right; I'm sure it wouldn't let me raise roads when I had either grass or tree-lined lanes selected... my bad :|

When using fine road heights, the first 2 "levels" (pageups) makes a dirt ramp under the road, not a bridge..

You need to go 3 levels up to clear a road on a flat survace, might need more if you're building on an incline.

Also remember to go back down enough levels on the other side.

One thing that i tried enabled me to at least make bridges,,, by dragging the road over a river, I was able to create a bridge and move it to a different area... but I still can't raise or lower them... still working on it...
