First of all, the NAM consists of data files, so it could have little to do with this problem, if anything.  Data doesn't act like that unless some other cause branches the processor into it, in which case all bets are off on interpreting data as hardware commands.

Now, this is a technical thread and while I appreciate the desperate tone of the OPs post, we need some more information:

  1. Machine (hardware) description in some detail (more than some manufacturer's model number).
  2. Operating system including update status.
  3. Whether there is a firewall active.
  4. Whether there is an active anti-virus, up to date, and from a trusted vendor.
  5. Anything else that may have happened before, during and after the run.
  6. How the machine was shut down.

Oh, and one more thing:  How much computer experience do you have other than a player?  We want to make sure we have a level playing field as things get more technical.

Whichever moderator moved this thread to the NAM support area, please put it back.  I seriously doubt it has anything to do with NAM.

Actually, this looks like it's the 32-bit 3GB patch issue--it looks like in your particular case, you shouldn't have installed that option (and we generally recommend that you don't, unless you really know what you're doing).  Boot up your system in Safe Mode (press F8 repeatedly as it is booting up), then go into your NAM Auxiliary Files folder (usually C:\My Documents\SImCity 4\NAM Auxiliary Files) as instructed in your screenshot, find the Unpatch32.bat file and run it.

Edit: See my post when another user had a similar issue.
