Based on a quick read, the toolset seems to be similar in concept to Skyrim's Creation Kit. Weaker, however.

Won't be making gigantic malls for the simulation: Max size for spawning buildings is 4x4 cells. Seems an odd limitation. The ploppers get all the sizes they could dream of.

The map makers won't be disappointed as there are terraforming tools out the wazoo. Yay!

Well from my point of view, this game is a lot more open to modding than SC2013 was. Limitations may exist, but it seems like this game has open arms.

Bleh, SC2013's openness to modding is a really low bar to reach. It shouldn't even be relevant in this conversation.

The better comparison, of course, is to SimCity 4. Based on appearances, the tools that will be on offer for Skylines seem to be more refined than what was available for SC4. If available from launch/shortly after, that'll be even better.

What we start with, considering SC4's modding history, is not necessarily what we'll end up with after a few years. Room for growth will be there, ideally.

I've read here and there that the modding tools, that are available from release are not really the modding tools they had in mind. They will work on these tools after the release to reach the goal they had in mind. If I understood correctly, the tools are good from start, but will be upgraded with new features.

Indeed they will. They intend to make it as easy as possible for people to mod and enhance the game.
