Graphics corruption I would guess, usually this would be a rendering issue.

If you'd like to fix it, then the following information would be useful:

 - What operating system are you using

 - What Graphics card do you have

 - Which rendering setting you are using (DirectX, OpenGL or Software).

I'm going to take a guess you're using DirectX, in any case check this thread if you haven't already done so you may need to add your graphics card information to make it work.

If that doesn't solve it, change the rendering setting to OpenGL and then software and see if either option is any better. Note that when using Software Rendering you will have sub-optimal performance and so called HD mods will not be compatible with your game.

Do you like custom textures, but don't like all the work involved creating them?, take a look at the Texture Automation options here. Change the look and feel of your transit networks, with the minimum of effort, for example customised versions of my Sidewalk NAM (SWN) and Terrain Grass NAM (TGN) mods, and much more besides.

Opengl Wont Solve the problem because it's unfinished and cities will look white.

Also it would be usefull information if the poster would tell us where he bought the game or what plugins he installed

OpenGL has some open water, but of late with my hardware/software mix, I've found it acceptable except it fails to handle HD textures properly and displays them as red/blue/green/black blobs.  Running Ubuntu/wine on AMD RS780 chip set with the Gallium 0.4 driver.  This chip set is no longer supported by AMD on the current Linux kernel.

Please give us your system specs.  This will help in diagnosing the problem.

Computer spec -

Amount of RAM -

Graphic Card -

Operating System -

Version of Game -

Any command line switches you are using -

When I first got my new laptop, running SC4 on it was graphically glitchy.  I am operating Windows 7 Professional.  To resolve my issues I used the command line switch -d:OpenGL with Hardware Rendering.  Now the game runs perfectly, even with plugins that use HD graphics.

Actually that rather depends more on your GPU and it's support for OpenGL than anything else, results can be mixed, ATI cards historically tend to play better with OpenGL than DirectX. I've had OpenGL running fine, some people can run HD mods that way but I'm not sure why some people can do this where for most people it simply doesn't work (I got the same as Nonny when I tried). If it looks all white, that's because your setup doesn't support Open GL the way SC4 utilises it just like the screenshot posted is a similar problem that depending on a particular set of hardware/drivers/os may or may not be fixable.

Before AMD cancelled the support of my chip set I had the catalyst control system which informed me of the OpenGL capabilities of my chipset.  Everything seemed to be there, but obviously some HD support was missing.  It appears that the present driver I have passes OpenGL commands directly to the chip set, which allows this to work.

My earlier machines with NVIDIA cards did not support OpenGL.  Some GPU manufacturers are still infected by a bad case of NIH.

From the release dates, it would appear that the OpenGL implementation in SC4 is either OpenGL 1.3 or 1.4.

Yeah, I chuckled at the "NVidia, the way it's meant to be played" tagline knowing my ATI could outperform it running OpenGL, the first couple Unreal engines used to work superbly with OpenGL for me.

I switched to NVidia this time around (after 10 years + ATI cards dating back to a 9600 Pro Fire XL I think), but this was because the GPU from my old PC was dying and I needed to bypass the Intel graphics to render my game in hardware. At that time the new range of ATI cards were in short-supply and the premium to get one sent me towards NVidia because I didn't want to wait many months to get one or pay vastly more for the less in demand expensive models.

NVIDIA does well with DirectX.  My tests in the bad old days with OpenGL and an NVIDIA card were less than impressive, but everything ran fine with DirectX.  I guess this is the main dichotomy between the two manufacturers.  Now we have a new player in the game with AMD having purchase ATI.

BTW, my system is AMD based and works just fine thanks, but it is getting a little long in the tooth.  Since it does what I want, I would only change it if it failed or could no longer support what I want.

The people who founded NVIDIA seem to have mostly come from Sun Microsystems, but they are definitely in bed with Microsoft.

    Amount of RAM - 8 Gigabytes DDR3 1600

Graphic Card - nVidia GeForce GTX 970

    Operating System - Windows 7 64-Bit

Version of Game - Retail? Sim City 4 Deluxe Edition

Any command line switches you are using - None

Also, I am using DirectX 11.1, and only experienced this problem recently; I have no problem with the game windowed at a lower resolution (eg: 1024x768)

What resolution causes the problems? Perhaps it's unsupported by your GPU or Monitor or possibly SC4. You could try changing them to see what gives you a working display at the highest resolution possible, that may suffice. Almost certainly if you have not done so, you'll need to update your SC4 files to add your GPU to the list in SC4 as per the link in my first post.

I've also heard some complaints recently that a newer NVidia driver seems to cause problems with SC4, have you tried going back a release or two to see if that improves things? It's also worth disabling any graphics options in the Nvidia control panel, turn everything to off/default to run SC4. It's possible to use these, but each setting may require some testing before you can work out what will/won't work with SC4 for you.

I have only had this problem since upgrading to the 970.  Before, I had the 750 without issue.  Also, I think the resolution I am using in SC4 is the max resolution in game; 1600x900.  My monitor has a native resolution of 1920x1080.

It may not be the card itself, but maybe the driver.  I'll try an older version tomorrow.

Add these command line switches to the target in your shortcut:

    -customresolution:enabled -r1920x1080x32 -f

This will  force the game into full screen at the full resolution of your monitor.  This happens to work for me.

The switches follow the final quote on the complete pathname of the executable separated by a single space.  That is, there is a single space before each hyphen,.

1080p is indeed possible with this game, for reference I am using the NVidia driver version 340.52 with my GTX 750ti at 1980x1080 and DirectX rendering without problems.

My understanding is that some of the newer cards is where the issue stems from, but it does seem to be a driver support issue not a hardware incompatibility. However, if you decide to solve your problems with an older driver and newer hardware, the downside is that other games may have sub-optimal performance where the newer drivers better support them.
