Can't play offline after the 10.3 update

I updated SimCity 2013 because there was an update, not because I needed it. I restarted the client after the update, continued playing, everything was fine. After a while, something weird happened where it looked like my keyboard was stuck or something. Windows all over the screen started opening and closing. I figured well I know how to stop that problem and hit Mr. Reset Button on the computer.

When I rebooted, SimCity 2013 now only wants to play online, not offline, and I cannot find a way to make it play offline again. There's nothing under the settings options.


Help?


I had to go through the on-line tutorial until mid-way through the tutorial, the game decides to rollback my on-line city that the tutorial was making. It then went back to the main menu, where I was given a choice to go offline. It took nearly 3 minutes after clicking the Play Offline button for the menu to update.

The only thing now is that I can't sent the game to borderless windows, it stuck in non-windowed mode (option is dark).
