That depends heavily on which program your using. I could help you with 3ds Max (texturing and lighting) but not so much for GMax.

3ds Max:

Texturing...

Texturing can be done by accessing the materials panel (the checkered circle button that says material editor when hovered over), and configuring maps (such as diffuse, bump, self-illumination), then applying them to objects. Usually, you can pick the images to apply as maps by double clicking the little circles in the tabs on a specific material in the materials panel, of course that is if you have a material web layout. The normal layout will normally need you to go to the map options like diffuse and select the little empty box button beside the color boxes to configure the maps. Commonly you would use Arch & Design as well, and in-case you don't know how to bring it up, you can just apply a day/night setting via BAT4Max to bring up the mental ray material options. Changing and altering the options of materials though can be very much a trial and error thing since they don't all conform to one way of adjustment. They're all varied so depending on what you're working with will tell you how to adjust said options. Just reading the different options on the material editor should give you plenty of info on what they do. Applying textures or materials to objects if I didn't mention it earlier, is just a matter of selecting an object then right clicking the material you're using and selecting apply to this object so it applies.

Lighting...

For Lighting, it works the same way with applying maps to materials, except you focus on self-illumination. You can apply maps for self-illumination (usually only applicable to arch & design unless you stray away from mental ray materials) to get the sense of buildings having busy interiors, but you can always go for the simpler solid colorations. Of course, for these textures to appear as illuminated in night settings, you have toggle it in the small box on the top left corner of the self-illumination tab. You can normally apply self-illumination maps over existing maps that you might be using on windows so you don't have to apply them individually. For ambient lighting around the building, you can apply them by accessing the create tab and going to the Lights sub-option, and picking any of the lighting types. Then you can just add them by pressing on a location on the preview displays and adjust them from there. However, if you wanna configure the lighting, you can change the brightness,  light decay and colors by going to the control panel on the right and picking the second tab that says modify when you hover over the icon. You can apply shadows casting on the general parameters and configure the latter options in the intensity/color/attenuation tab.

For GMax, you're gonna wanna ask someone who as more experience with the program. I only use it for LOD exports. :P
