Commute people to work in industry city ( PROBLEM ) !

In the next picture :

I have a city where people live without any industry zones at the right corner and lets call it ( LIVE-CITY )

at left corner you find my industry city with no residential zones , and where my people at ( LIVE-CITY ) suppose to go work in, so lets call this industry city ( WORK-CITY )

Now the problem is :

I have built ( Bus shuttle , Bus terminal , Train station , and even an Airport ) in both cities in attempt to bring my people at ( LIVE-CITY ) to work in ( WORK-CITY )

but every time I load my ( WORK-CITY ) I found residential zones demand so no workers are available !

The questions are : 

1 - Why my people can`t travel from ( LIVE-CITY ) to work in ( WORK-CITY ) ?

2 - What should I build to make them travel faster ?

 

NOTE : There is no industrial zone demand in my ( LIVE-CITY )

 When you are in your work city, the live city is paused. You may get a few workers that acually find there way to the work city but you will never get enough to make everything function properly, even with the best transportation.  It will not work.

@moonraker39 That means I should go destroy ( work city ) right ? since its useless in this case

this is an interresting topic, it would be nice to have your sims going to another city to work in!
