Yeah...And no, running on software only doubles the issue. (That and it doesn't launch). Weird glitchy stuff I've never encountered. This must be some sort of Win 8 thing.

Try running the game in software mode. If you have any HD custom content, it will cause the game to crash, though. Are you using Windows 8 or 8.1? (there is a difference)

I've got 8.1 built in. I did try running Software mode once, but the game wouldn't load any city tiles at all. It'd open up the loading screen then CTD. Funnily enough, I never got this on Windows 7 on my older laptop.

If you have an Intel integrated graphics chip on your computer, it will not get along well with this game. (Intel's graphics chips have zero support for legacy games like this one) If you have another graphics card in your computer, go into the settings for the card and set SC4 to run on the graphics card, and not Intel's integrated graphics card. The game always defaults to your integrated graphics, so you need to change this.
