about highway connections

I have just downloaded and installed my first custom region and because of its size there are areas where the highway system will pass through small city tiles where there is no population just nature or perhaps farms. where no interchange is needed will this still be a connection between heavy populations?

You need at least a single job in the middle (farms are good or a truck stop), then it'll work as a connection.

If you want your pass through neighbour connections to work you'll need a truck stop or something equally small in the little city.  Remember that the current city only sees jobs in adjacent cities, not those more than a tile away.

    ok that sounds right. what if there are street connectors and no on or off ramps? the freeway curves through and no room for exits or on ramps sims can commute on the road and ave and rail connections. in the small citys.

    The simulator only knows how many jobs are in the neighboring city, not whether they are accessible.

    I believe this can also be very out of date if the adjacent cities have not been kept in sync with the one being played.  The data are at best historical.
