What is in the launch string in the target box in the properties window of the shortcut?

That is certainly correct.  Now what machine are you on, which operating system?  If windows 8.x try setting windows 7 compatibility.

I don't know if 8 will start a WIN32 program that is not in Program Files (x86).  There are some strange things with that release.

Did you also try launching the game directly from the .exe file?

On Win XP, the NAM has to make some changes to the registry to allow the game to use more memory (2+ GB of RAM wasn't common when XP came out, later versions have better support for it). There may have been an error in the process that screwed up SC4's registry. If all else fails, you may have to reinstall everything. Be sure to back up your plugins and regions before doing so.

Did you test your set up each step of the way to make sure it (progressively) worked. If not, NAM may have nothing to do with it & don't think I've ever heard it causing this sort of problem (not withstanding Joes comment above). Quite commonly sound & video intro cause problems with game initialising. I'd suggest you search "short cut" commands & start there including removing NAM until you get game working.

Tropod has a good point.  The game won't start without physically connected sound.
