When I launch the program I see the small intro screen, the one with the suspension bridge. The program closes abruptly thereafter.
I'm running a system consisting of an AMD Athlon 64 X2 dual core CPU 5200+ 2.61 GHz, 2 GB of RAM, Nvidia Geforce GTX 750 graphics card with 1 GB of RAM and Windows XP SP3.

And I'll bet you don't have speakers nor headphones connected, or your accelerated sound is disabled.

Nevermind, I have uninstalled and reinstalled the program, and it is currently operational.

Now I'm having problems with the resolution and refresh rate. I am not able to run the program at a 1680x1050 resolution and 75 Hz refresh rate. The program is ignoring my custom resolution settings, changing the resolution to 1280x720 and the refresh rate at 50 Hz. Previously I was able to successfully run the game using these display settings. Why is SimCity suddenly disobeying me?

Well, you should be able to run the game at that resolution. Are you putting the -CustomResolution:enabled tag in your target command line? This might be necessary to make the game run at the resolution you want it to run at.

Compudude probably has this right.  Can you post your command target line?  AFAIK, the refresh frequency is not an SC4 parameter but is controlled by your GPU.

50 Hz?  You must be in Europe?

    Target Command Line:

    C:\WINDOWS\system32\cmd.exe /c START "high priority sc4" /high "C:\Program Files\Maxis\SimCity 4\Apps\SimCity 4.exe" -intro:off -CustomResolution:enabled -r1680x1050x32

Actually I live in the US. When the game is running at 1680x1050x50Hz, the screen becomes larger then my display, only a portion of it being visible, forcing me to have to scroll in order to see the rest of it. I tried running the game using software rendering, and it was successful, but I don't like using software rendering, because it causes too much aliasing.

Now the game is working in hardware rendering mode. Why it was temporarily malfunctioning in hardware rendering mode is beyond my understanding.

Well, that command line is used only by scripting engines.  Is that what is in your shorcut's target text box?  BTW, the high priority is not needed if you use -CPUCount:1.

That command line is like walking all around Robin Hood's barn to start the program.  Here is mine.

     "C:/Program Files/Maxis/SimCity 4 Deluxe/Apps/SimCity 4.exe"  -intro:off -CustomResolution:enabled -r1920x1080x32 -d:directx -CPUCount:1 -f

    Works without a murmur.
