Space Center will not finish Needs Workers

Ok I'd like to start a thread about an OFFLINE region I started the day update 10 came out to test the Offline capabilities but I dont know where to do that at,so I'll start here.. My objective was to build all city's and use ALL of the content that I have. Dr.VU COT> ETC But I''ll just stick to this problem for now I Built all Great works 3 worked fine no probs. Arcology solar wind farm & Int. Airport. However the space center built Phase 1 But Phase 2 Is frozen say needs workers. ive got prob 400,000 pop & rapidly growing but NO workers..This really stinks becouse I had a great revew working...but that kinda blew it.so my questions are Is this a bug or did my game just STB. Also is there a fix for this?It be great to get a completed region together & working...For Once I would appretiate any and ALL feedback on this

I've been doing some testing on space center as I can't get it to work on some regions, whjile others seem to work fine.

 

Space center success:

 

Edgewater Bay

Cape Trinity

Verdant Hungle

 

Space Center failure:

 

Desolation

Whitewater Valley

Titan Gorge

Rambling Badlands

 

A couple of regions have had both success and failure.  I think it may be related to a very old game or maybe certain cities works as each region can have up to 4 sub regions, so maybe a sub region thing as well.

It doesnt work in Viridian Woods either. Wish I would have known that many, many hours ago

    Hey sorry about slow response LIFE AND ALL THAT STUFF. Thanks got it. I also went and got the list from Planning guide. awesome and thanks guys for the advise. I don't know why I thought the bug had been fixed. wish they would

    OK I'm not sure why but after I Installed orion I went into some older builds just to see what happens Went back to Verdant Jungle where the space center WOULD NOT WORK previously,  AND LOW AND BEHOLD A wonderful thing happened... The space center started receiving workers finished building * opened..I guess the extended borders reaching to the great works had something to do with this...Not Sure. Oh Happy Day
