Jobs Not Filling

So I've noticed that since I started using the Extended Worker Data mod that jobs are never being completely filled. I'm often finding that at least 50% of potential jobs remain open despite have unemployed Sims. Has anyone found a way to fill these jobs to 100% capacity or is this simply another part of the game which is broken?

Well... it depends. If you're trying to fill tons of low density jobs, for example, but you have a high medium and high density population, then you're not going to see those low density jobs fill up.

I think you see how many workers are actually in that factory/shop/ploppable - industry runs 24 hours a day or am i wrong? There have to be 2 cycles a day. The first one is at 0600 when your sims wake up and the second one is?

    What I mean is at any given time when I clicked on any building it shows the available jobs, for the sake of an example let's use a basic low density low wealth commercial building that can hold up to 8 low wealth and 2 medium wealth. At any given time it never seems to go above 4/8 and 2/4?

     

    This surely cannot be shift related as this should mean a maximum of 8 and 4 jobs at any one time, not halved for each shift? /confused

    I've noticed the same thing, myself. Admittedly, I am new to SimCity 2013 but my first thought was that there could be a mismatch between wealth level of available jobs and wealth level of sims. However, in my case, factories have available jobs for all three wealth levels and the city has unemployed sims for all 3 wealth levels.

    The same happens to me, my educational level is high, but for some reason, Industriel don't find any workers. Why is that? Where the educated people go?
