Can someone explain me how to make flat streches of road that don't go up or down with the terrain?

What do you mean? Do you mean that if you wanted to draw a road into a mountain, you don't want that road going up with the mountain? :)

Well I'm not sure this is possible like it is in SC4 with a slope mod. Sorry, but if it is possible, then I don't know how to do it :)

SC 2013 is annoying when it comes to any kind of terraforming, unfortunately.

One of the places they dropped the ball was the mountainous spots which were intended to pose a challenge but in the end harmed the multiplayer aspect.  As people would only wante the flat zones because of the limited city space they would wander through the regions looking for one where their prefferred terrain spot wasn't taken yet.   With no way to bend the land to your plan - as you would like, and as any real city would do - really was a hinderance.

Also check youtube (I think that's where I originally heard about this).

If you want some road to stay flat, you can bump it up or down one notch with the road bridge/tunnel keys and it will take the effect of being flat over traversed land.
