Well, I guess you might want to look at some of the Tycoon series games (stay away from Mall of America Tycoon--it's really bad).  Historically speaking, maybe Age of Empires.  That's all I can think of.

I've been playing Hearts of Iron II recently. It's a WWII strategy game and it's very complex.

You can trade, make diplomatic deals (whith all the countries that existed back then), conquer other countries (of course), install puppet regimes, make scientific research, adjust the political stance of your country (left/right, open/closed society, peaceful/warhawks, etc.), choose the members of your parliament... just as I said, very complex.

I would suggest Civ4.  However, I think that game got an E-10 rating.

Try Rome: Total War. It's T, but it's still a great game. The Imperial Campaign deals with Rome's expansion outside of the Italian Peninsula. Once you finish with that, you can try the Barbarian Invasion expansion, which begins after the death of Emperor Flavius Claudius Julianus (Julian the Apostate).
