Raised terrain reconcile issue?

Ok, I've had this happen a few times now and I'm pretty sure it's one of my plugins that causes it; When I try to start a new city tile the terrain begins ~10 layers higher than normal. Not only that, all the city tiles that surround it are at the raise level, which has no grass and is too high for water. It's nearly impossible to reconcile my terrain since I would have to go through my entire region and lower each city tile. It's 16*16 large tiles. Is there a way to fix this without tracking down the plugin,or an easy way to find the plugin that probably causes this? Or am I missing a dependency for the said plugin making it bug out? Sorry for the long read.

Well, there is no way to fix this without tracking down the plugin, but there is a way to make things easier.

 

Do you have any terraforming mods installed? If you do, check those out and remove them. After that, check to see if the problem is gone.

Wait are you referring to SC4, or SC5/2013? YOu must be talking about SC4, but you posted this in the SC2013 thread... Try reposting your question there, and not in the new sc forums.
