A NAM for weather temperature?

Is there a NAM for a weather temperature that shows a temperature in a city, like for example 72*F, clear and sunny.  Also any rain NAM

Your terminology is a bit off. NAM stands for Network Addon Mod, so the word you're actually looking for is 'mod'. There is indeed a weather mod for SC4 that (visually) simulates weather in your cities (though I have not used it). It can be found here on SC4D, but you need to register first. I don't know if there's a mod that shows the temperature, and personally I don't see the point of it, since it has no effects on the game anyway (there is no simulation for weather in SC4).

From viewing the game's data files, there's evidence that Maxis planned some sort of weather / water table simulation. It seems saltwater was also part of this concept (as a source, only groundwater aquifer was included). But as we know, it was never finished and has no functionality. Is quite a shame that more time was spent creating My Sim Mode and UDI (though occasionally useful).

It's probably not something that's possible for a mod, as there's nothing really to work from. But who knows, revolutionary new things are added each year...

NAM = Network Addon Mod.

You are using the wrong terminology, probably you meant mod. Speaking of mods, there is a mod that visually simulates weather, and can be downloaded here. Be sure to register at the SC4Devotion LEX in order to download. AFAIK, there is no mod that displays weather.

About adding weather simulation:  You would need a hypercube system to process any kind of weather situation.  A hypercube usually consists of at least 128 single core processors connected in an array so that parts of the problem can be dispatched to run separately to each processor then the results co-ordinated.  The last time I visited a weather simulation installation about 20 years ago they were using two CRAY-X/MPs frontended by a GE-655 Multics box.  I don't think the technology has changed in von Neuman systems all that much since.  Look how easily the trivial simulation of a city in SC4, which is very incomplete, maxes out CPUs.
