Well, it's only been sunless in the winters, traditionally. The sun shines on Rjukan in the summer, but it gets too low in the sky during wintertime to get over the mountains. As far as I know, it's the only big settlement in Norway with this problem south of the Arctic Circle.

 

Also, for the record, sunless winters are kinda screwy. I've only had one, during my year in the military, but it was enough for me and then some. Though, that awesome feeling the first day the sun comes back...
