I have met this problem recently . Only imagine : a residential area in the north of the map , an industrial district in the south. Between them there are no compounds, except RHW-2 . Industrial area develops , but residential - no. In this zone the residential area does not show icons "no connection " , simply does not develop ... I Have demolish RHW-2 and builded standart road instead of this. WOW ! The residential area is developing very fast and everybody have a job ! Now take down the road and build in its place RHW-2 . Over areas in the residential area appeared icons  "no work." Housing is abandoned ... Again build roads instead RHW-2 : in a residential area is again the residents . I decided to figure out where in RHW-2 I wouldn't ride, by automata. I found it possible... But, why citizens can't?! I have latest NAM plugin...

The RHW is a highway-type network and generally won't support zones, especially residential zones.  It's not designed for that.  This is discussed in the RHW documentation.

Use RHW 4 and made ramps on and off. Make it pretty, you can't zone on a highway silly. You need a frontage road and ex/en ramps.

Hmmm... you probably have a traffic simulator conflicting with the NAM. Remove that and try again. ;)

Problem solved! Yes it was the plugin conflict with PEG traffic simulator. I removed them with NAM and traffic simulator. Reinstall NAM with traffic simulator. So, it works! Thanks for helping :)

This is a known issue. There should have been a big red warning in 24pt size text about this on their download page.

If you had installed the NAM after installing whatever PEG files, the NAM's Cleanitol would have picked up the offending file and removed it.

Everyone who uses PS; Many of the aspects in PS that require MIS requires the installation of the RHW, so you can't avoid the RHW entirely. (Besides, the real fun is intermixing the two).

The RHW also allows for variable width highways, which isn't possible with the MHW/Project Symphony.

Additionally, the new QuickChange feature in NAM 32 will simplify RHW usage.  The initial offerings on the QuickChange will be limited this go around, but we'll continue to expand it in future releases.

Not to mention that nearly all of the textures used in PS are grabbed directly from the RHW resource files.
