Often when you zone medium density first buildings that appear are from lower levels. From my experience they will grow later into bigger buildings when demand/desire is big enough and utilities are present (water as most important).

Other option - bulldozing and [Mark as historical] structures you want to stay in city of yours.

Well, you could use a Maxis blocker mod such as which prevents certain buildings (or all) from growing. For small houses, the R$ file should do the trick.

But as the name goes, this blocks all Maxis lots of a certain developer type. It's also in any situation. For example, when starting a new city, the demand is initially for low wealth /density buildings, and ID industry. These blockers are intended for use when you use custom BATs / lots, acting as replacements. But if there are no replacements, the RCI demand won't be satisfied. It's hard to progress a city without developing in stages.

The types of buildings that grow are influenced by demand, and the desirability of the area. Think of it like a transition period -- you may find R$ mixing for a while. Just give it time. Eventually when the conditions are right, higher staged development will take over. You'll find that things eventually balance out, and low density will stay away from your densely populated zones.

If you throw some MMP trees down on the spot you're developing, it will raise the land value/desirability to help coax the larger buildings in that particular spot.

If there is room around the zone, you can plop down some 1x1 parks that will also add to the desirability of the zone.

Then as was mentioned already, use the "Make Historical" on the buildings you want to keep around (at least till YOU decide when it will be replaced).

Resources such as Power and water are needed to build buildings medium destiny and up. If you are not playing for strategy and/or just want to make a realistic city, The two Cheats howdryiam and fightthepower will disable the need for these resources in your city. You can type these in by going into the game and pressing Ctrl + X

These are some of the main things you need for Medium and high destiny buildings to grow

#1 Water and Power we just covered this

#2 Civic services nearby Civic services count as Police Stations, Fire Departments, Schools, hospitals, and Parks. Be sure they are all well funded and are nearby the zones you are zoning.

#3 Parks and trees Parks and trees are essential to High rise buildings and not so much for medium destiny. The parks are needed however for Medium and high wealth buildings. They are not really needed for low wealth apartments. Low wealth apartments will give you more population, but an eyesore of a city.

Plan Smart and plan ahead.

The power and water cheats are not toggles.  You may have to issue them each time you load your city, or perhaps not.  If not, they are permanent.  These debug commands also disable some rather arcane things in the game.  One should not play with these turned on for very long.
