Trees won't plop!

I have just realized that I cannot get any trees to plant.  When adding Nature Parks, if I want to plant trees, I do so, but nothing happens.  This is occurring in any city I am playing/building.  I am being billed for trees if I plant them.  I hear them being plopped down, but they are never deposited, planted or grow.

 

Ideas, anyone?

Which could inform the quality of the graphic you use it is low or high and what is your processor and your graphics card.
