Of what mirror? And what do you mean by "work"

The physical settings are done while rendering in 3ds max (I gues youre talking about 3ds as gmax doesn't have a reflection option)

The rendered model is imported and that's it.

To answer your question:

You will see those reflections in-game which you casn see in your preview.

Buildings in the game are all pre-rendered.

I don't know if you've ever played Donkey Kong Country, but it's kind of like that.  In Donkey Kong the characters are all 3d models that are rendered into 2d sprites.

In SC4, almost everything except for the terrain and automata (the 3d vehicles) are pre-rendered.  Each building has a LOD which is simplified 3d volume (usually just a box) around the building.  In the game, this is what the pre-rendered images are attached to, and this is also what handles collisions in the game (your UDI helicopter crashing into the building), certain effects like the demolition effects, and it also controls when your mouse cursor selects the building.

If you copy and paste your preview render into a screenshot of the game in a program like photoshop, that is almost literally what it will look like in the game.

Good and correct answers above - so, in short: If you want to have a "mirror" in SimCity that reflects the objects in front of it, this is not possible. There is no real-time 3D in the game (which you would need).

The only way to recreate a true  mirror is to impose the perceived reflection, based upon where the lot is intended to be placed, on the BAT. However, that's not very practical as I'm sure you can assume. A more general way of doing this is to "force" a reflection upon the reflective surface via a fairly ambiguous image (e.g. generic skyscrapers are seen in the reflections for most glass skyscraper BATs). This is described in detail above in the other posts.

There was a great BAT by Jason that did sort of a faux-mirroring by using a modified screen capture as a texture, but it will still be static. That's not to say you can't pull off some pretty cool transparent effects (see for instance)
