I had to re-install SC4.  Prior, I moved all of my files to the c: drive.  After re-installation of SC4, I moved all of the files back into the "Plugin" folder.  Do I need to re-run the installation for the files that require this process?

Plugins, including the NAM, are simply data files, so moving them back where they were is the same as an initial install.  You should be totally OK.

The NAM is pretty much the only mod you need to do that for.  Every thing else should be fine, unless I'm forgetting something...

SimMars, BSC dependencies, and even some buildings require installers.

The installers do the exact same thing as copying and pasting files.  You are safe to copy any plugins that came with installers and they will still work correctly.

Except for the NAM, since parts of it now use the Registry.  In order to get the Traffic Simulator part of it (a vital part but a completely separate program), you have to re-run the installer.

Putting things in the registry guarantees non-portability.  For shame!

The latter regarding buildings comes into play if you only copy over part of your plugins. Some installers add custom queries for a building to other files and locations, and a partial copy may miss those.
