Great Work not syncing across cities

So I created a space centre using my richest city (always sitting around 6 million [i know that's pretty low for some]) and since that city produces alloy & fuel, I can send it from there. My tech city however, does not show that a great work has been created... and it's so close to being able to make computers! The same problem is happening in my second industrial city. So far I've given [my industrial city] about two hours to sync up, but the great work is yet to show. What is wrong?

I had the same problem last night.  Very annoying as I will now have to abandon the region and start again.

 

Anyone know if this is a known bug or something that fixes itself with time?

Actually I have had it with most of my cities. Till recently. So I generally play a private game with me starting off with a city and developing it and going over to the next one. And so on. So my great works used to sync to the first few cities only and not the ones I develop later. So I tried to develop all 5 cities( in the Granite Lake ) at the same time little by little and I used a solar farm and it synced and the other 5 didn't sync with the International Airport though all were in the same date(in-game) and were started at the same time.  I tried this with edgewater bay and solar farm and it synced. This is the 2nd time ever that great works synced. But, both were with the solar farm and both had all cities develop simultaneously. So I don't know if thats a fix. Maybe you can try it with the solar farm and let me know.
