I think we've come close to a solution. I was able to get the space center built with the following method:

Thanks TheSsm I tested this and it works for me! Thanks so much! I developed three cities together: one oil city, one ore city, and one university city. Then, I started the space center research project. Once it was completed, I went around to the other two cities that were developed and made sure the space center was approved. I also went to two empty cities, claimed them, and waited until it was approved. Then, I went to the university city, paid the 1 million simoleon down payment, and waited until the space center was visible. Once it was visible, I went to the two cities that were developed, waited until the space center appeared, it did in both. Then, went to the remaining claimed but empty cities, waited until the space center appeared, it did. Then, claimed the remaining cities, it appeared in them as well. So, in all three cases: cities developed together (3 days in each city at a time), cities claimed when the project is approved, and cities claimed when the great work is started, the great work appeared. Before trying this I have tried to develop a few regions and have always run into this bug in some fashion. So there must be some problem with starting work on the great work site before it is seen by the other cities.
