Lots of storage, but oil not pumping because "storage is full"

My oil has stopped pumping because storage is full.  I have a trade center locate on the other side of the city, but the oil is not being trucked.  I have more trucks than I need at the trade center and at my drilling site.  Traffic is not an issue.  My oil power plant is also not drawing any oil, so it uses it all up and I end up buying from the region.  I had (!) lots of money so I've tried bulldozing and replanting a trade center and trucks and oil power plant, but no luck.  Now I've bled cash and am running out of money.  I have over 100k citizens in my city with money running out fast, as I mentioned before. 

 

This started today, June 19,2013.

 

Can anyone offer any help?

I think they balanced or increased or fixed the amount of oil actually being put out. what I've been doing i building an extra refinery or two and putting the plastic and fuel to use with either processors or selling it off for even more profits.

This seems to be an update v5 problem. I have noticed that all my delivery trucks now come back from a delivery and park in their garage until the next hour, as if all trucks are now limited to one delivery per hour.  It is a horrible problem and needs to be fixed asap.

I've got a similar bug and it's making me stop playing to be honest.

 

My refinery can't get any oil even though my oil field is producing a load.  The trucks won't leave their cosy garages to deliver it!

 

I can make them do one run by deleting the garages and re-creating them but then the problem just happens again.

Are you sure the trucks are still there. There has been a problem like this with coal. Check my solution from that-----

Coal mine was closed--full storage. Power plant and depot were not receiving coal. 

 

The trucks from the mine kept driving off the city and vanishing, saying that they were delivering to a storage depot. Never came back.

I noticed that the coal plant in my city, where they actually wanted to go, was very close to the edge of the city. It was on the main entrance to town, 1 or 2 little spaces from the edge of the map.
I destroyed it, moved the coal power plant to a more interior position, though still reasonably close to edge (just not on THE edge.)

After I moved the plant, I replaced my coal mine trucks and the new trucks made delivery to the new plant. The problem has not returned.
