I've got a similar bug and it's making me stop playing to be honest. My refinery can't get any oil even though my oil field is producing a load. The trucks won't leave their cosy garages to deliver it! I can make them do one run by deleting the garages and re-creating them but then the problem just happens again. Seriously getting hacked off with this game now.

Whoever smelt it dealt it.
