Good graphics card with extremely low frame rate on high settings

I have just bought a new laptop with the following specification:

 

Processor (CPU) Intel® Core™i7 Quad Core Mobile Processor i7-3630QM (2.40GHz) 6MB

Memory (RAM) 8GB SAMSUNG 1600MHz SODIMM DDR3 MEMORY (1 x 8GB)

Graphics Card AMD® Radeon® HD 7970M - 2GB DDR5 Video RAM - DirectX® 11

Memory - 1st Hard Disk 120GB KINGSTON V300 SSD, SATA 6 Gb (450MB/R, 450MB/W)

2nd Hard Disk 1TB SERIAL ATA II 2.5" HARD DRIVE WITH 8MB CACHE (5,400rpm)

 

The game loads ok for the first time on lowest graphics, but as soon as I put up the graphics settings then the frame rate drops rapidly to about 1fps.

 

Please help.

In the end, it is still a laptop with mobile CPU and mobile GPU.... generally not designed for gaming on high settings. Games optimized for OpenCL should run very well, but DirectX bound games like the new SC will run like crap on high settings. Keep it at low to medium graphics settings and enjoy the game.

You're computer/laptop probably keeps rebooting to the Integrated Graphics Chip (aka Intel HD4000/5000 whatever). I have a Dell Inspiron 15R SE which has an i7 and a Radeon HD 7730m and the game runs great on the laptop. Double check by going to the start menu and click "Switchable Graphics", once there click browse then select "Simcity" application and select "High Performance" then click accept. Then start the game, the Game should run with the Dedicated Graphics (aka you're 7970).
