So who has noticed any changes, good or bad so far with the new patch?

I have not seen much different, my "Cities of Death" are still the same...

Death rate went to 0 in two cities that were pre 3.0 and both clinics were full. After running for  a while most everything seemed to straighten out. Check your pollution data.

The "agent" for the workers is worse, or so it seems to me. Pollution is back to the way is should be, probably. Overall, I haven't played enough to give a good review.

Traffic is definitely better and streetcars win over buses big time.

New bugs with Patch 3.0

Building burned all night long (from 9 p.m. to 6.30 a.m) and fire trucks never came close to it.

Tourist attractions, all three of 'em (Empire State, Arc de Triomphe, Statue of Liberty) are now loosing money constantly!
And before patch 3 they were earning a lot, and I mean a lot, Empire State alone was making over 20k a day now loosing 6k to 10k a day.

Even with a slightly better traffic management, trash and recycling are worst than before, I watched empty recycling trucks passing right in front of a skyscraper LOADED with recycling to pick, and NONE of those trucks NEVER stopped to pick it, not ONCE!

In the same neighborhood you have people who're saying "There are great places to shop" and "There's NO place to shop"

Abandonment worst than ever.

Still lots and lots of homeless, didn't have that problem before patch 2.0

Education : loosing tech levels even with improved school attendance.

All in all, not a lot of improvements.

Hope they'll fix it soon

P.S. I agree with tnobles about improvement of streetcars.

Yeah,

I had two buildings on fire a couple of streets apart, and loads of fire trucks were driving round in circles (u-turns up and down the same street too) confused as hell.

It could be that pre-patch have to be bulldozed and rebuilt. I tried a small attraction and it worked real good. Didn't have any before so I can't actually say, just guessing.

I noticed that also, but they don't actually burn or it isn't an actual fire but a glitch. Buildings will still upgrade while burning.

In the same neighborhood you have people who're saying "There are great places to shop" and "There's NO place to shop"

Mostly ignore these unless the happiness slider is going down. If it is green and going up I don't bother. If the slider is going down (red arrow), I bulldoze it. These will remain until something happens to replace it even if nothing is wrong. Not very informative.

Noticed more abandoned buildings. I believe it is because of the worker agent. Maybe they will tweak this next patch...maybe.

Guessed as much, so I bulldozed the Empire State building AND the Statue of Liberty, re-plopped them, and they still are loosing a ton of money...

Oh well, we'll have to wait till patch 4.0 ...

Try it with a new city and see how it works. Yeah, I know, ain in the pass to loose all you have worked on, but in my little test I had nothing but the Dutch Windmill and before I quit, it was making over 35,000.

For my 3.0 Region I have noticed:

More Sims walking. EVERYWHERE.

Abandonment issue (no money) and WHY do houses abandon when they are For Sale?

Homeless is a little less than previously, at least they seem to "disappear" somehow.

Clinics/Hospitals help seem more efficient but this could be a factor of my high education levels.

Shuttle busses are still not running correctly.

Regional busses are OKAY....I have 3 residential heavy cities connected to my main commercial city and the regional busses do an alright job of getting the shopping done.

I have a pretty good region going with the 3.0 patch and hope to establish this set of 4 cities.

Mass transportation has definitely improved, although I haven't tries busses. Street cars and rail seems to be right on. Regional terminal ain't bad for tourists either.

The Empire State Building works like a champ for me... Post 3.0 I plopped one in my education city for more jobs...I placed it next to my 2 universities which are conveniently located next to 2 train stations and a ferry dock.  After a few days of in-game play, I have a steady daily income of around $125,000.

Post a picture of your Empire State Building placement
