I have a big city but almost every road sector is congested and caused lots of trade delays.

It's possible to fix it without bulldozing everything?

You have to much region traffic for anything to help you. Did it get a lot worse when you finished the arcology ?

You have to try to export by rail because no matter what you do inside your city you only have one exit/entrance and your alloy production to far from it anyway.

The current update killed my city with traffic but I had boulevards in place so after busses and park and rides didn't work I set up a Hugh street car system and got everything under control. I bulldozed a bunch to get some of the boulevards and bulldozed all bus systems, worked great for me Nick

If you look at the pictures carefully there's a trade port with rail road access near the city borders. The problem is that the goods can't reach the port.

It's fine before I start the construction of the arcology

Arcologies have been known to fill region highways up with cars and cause unbelievable traffic.

Your layouts not that good. Everyone is quick to blame the game for traffic instead of poor layouts.  You're just going to have to experiment. Put some Park and Rides along the entrance on the side of incoming traffic. Use them throughout the rest of your city as well, they cut down on traffic by HUGE amounts.

I see it now, next to the train stations.

I thought as much. That is why I only built it once and never again. If your inter city traffic is already high, and there is regional traffic an arcology will put a final nail in your cities future. Those agents can't use mass transportation to go to and from arcology.

As Catcin22 wrote park and rides may help but only if those sims actually use them in significant numbers.

The only way you will solve this, is by following your agents.  Pause the game and select the cars on your red roads.  Find out what they are doing, and why they are driving.  Select where they came from, so you know how far they have traveled already.  For example you might see a shopper and he came from some residence.  Why is he driving instead of walking?  Does he need a doughnut and the nearest one is 10 miles away?  When you see where he came from examine the surrounding area and see if you can improve that area so that he can walk instead of drive.

Your layout is really bad too...  you'll have to fix that a little bit.  Basic rule of thumb is high density avenues with street cars for traffic flow, bus stops on high density roads that are zoned.  I'm not sure why you have two train stations right next to each other, but if you can extend your rail to the northern most part of your city and place a train station there as well it can help ease car congestion.
