I'm pumping 47.3 in excess water in my city. Yet there are buildings complaining they have no water. Eventhough the building next to them, on the same road is functioning fine with water. What is happening?

It is usually when there is only one street connecting those buildings and it's far from the source of the water. Be it a water tower or a regional connection.  Add one more road connection to that part of the city and it will be fixed most likely.

unfortunately for you, water and sewage distribution works like IRL. dont place the water facilities near huge consumers like refineries.

Post a picture or else everyone is just guessing.  My guess is add more capacity.  The dialogs don't always reflect usage correctly.

   I've experienced this as well and it's often due to the road network and size and number of buildings between the out of water buildings and the pumps or towers.  I've had several road networks that are efficient for traffic management but mess up electricity and water delivery.  Each of those blips of power and water are slowly diminished as they drift around the city and are eventually consumed.  If they're passing many or large (or both) buildings they may be quickly drained and delivers so little to the final building that the it runs out of water again quickly.  Also, if the water and power packets keep changing directions trying to go towards the empty (or emptying) sinks (sinks are buildings) they may be consumed by buildings that really shouldn't take any water from the passing packet (but do anyway) just to stay full anyay leaving the dry building chronically thirsting for water.

   For example, a 50% used water packet (agent) passes by a building that still has 75% of its required water, the building will still take water from it to fill up to 100% and whatever water is left continues to move on.  Typically there's another water agent right behind it so the following water packet may go past the recently 100% filled building without anything being drained (or only a tiny fraction) meaning it can go to the next dryer building and refill it.  If the water agent keeps changing it's mind of which sink it is going towards then all the buildings it passes keeps sucking up some of the water until it is either fully consumed or there's so little that the dry building gets very little.

    If there was a threshold, say a building only took from a water or power packet if it was <80% full then the water and power agents would be more likely to get to those buildings which are tucked away or are very far from the source of the water.  I don't know if there is a threshold or if every building takes as much passing water as it can.

    If you want to see this in practice you can see it when you start a new city.  Build residential or commercial along a long straight street and start the game and let the buildings move in.  Then, click on the power building button (places the yellow lines on the roads and you can see the power flow) and plop a power station far away but with a straight road to the residents/businesses.  Follow the first power packet as it leaves the power plant and as it passes each building they go from red to yellow but not all the the buildings are filled up and the packet/agent drains out.  Luckily the following agent/packet makes it further, etc, etc.
