Is there a way to change the difficulty of the game after a city is built without destroying your city?

Nope.  Well, there might be a way to edit the save file, but it would probably be very risky.  I haven't heard of anyone trying it.

Thank you anyway, this was a panic post.  I had garbage spawning uncontrollably in a city, it was the strangest thing I had ever seen and thought at first it was because I had it on hard difficulty.  This was not the case it was just a glitch and upon stopping the simulation exiting to the region and coming back in the problem was solved.  Very mysterious indeed.

This particular city was pre-built in that I built the whole thing before giving it power.  When I gave it power suddenly the whole thing went absolutely haywire.  Instant garbage from corner to corner 100% garbage, never seen anything like it before in all the years I have played this game.  Extracheats.dll was bugged as well, I couldn't use it, I only use it for DrawPaths anyway but still, this was one of the strangest things I had ever seen in this game.  I hope to never see it again, it scared me.  I was like "What the hell is generating all this garbage!?"  I had 5 gigantic at least 20X20 landfills and like 20 waste to energy plants(I added tall that to combat the garbage) and it was still generating more garbage than it could hold or dispose of.  Weird right?  In retrospect, I wish I had grabbed a screenshot before I restarted it.  The map was completely red with garbage from edge to edge, had I not seen it myself I would not believe it.

Edit: Oh, wait, i remember now, I had a landfill, the only landfill I had at the time and only half of it was being used at first, so I de-zoned half of what was not being used to save some money and THAT is when the problems started, the moment I did that the garbage went crazy.  There was no recovering from it.

Build a waste to energy plant and defund it.  Still eats garbage, but doesn't deliver any power.

I had this once with air pollution. I had downloaded BATs that filtered the air, but when I plopped them, air pollution gradually went to the absolute maximum. Not quite funny, but luckily I hadn't saved the city, so no problem. Probably a bug or so.

I got a new one now.  I got a random radiation square on my map from nowhere and no reason, though restarting my game AND adding no radiation ordinance made it not happen again.  Not quite sure if that was a bug or not, but have never seen that before either, just a random patch of radiation in my city for no reason, and it happened in a commercial district.  W/E I am shrugging both of these instances off as bugs for now until I can get more information or figure it out myself.

Never seen that.  Must have been fall-out.

In one of my "lesser" cities I had a landfill that got full. Okay no problem I'm not worried bout pollution cause its just a C$ city to eat up some demand. Anywho, I added on to the landfill, I actually doubled it, yet I still get messages about garbage piling up in the streets and I still show as being over capacity in garbage even though I added on. But it's not being used. I even added a new street to connect to the new area and its still not being used. And it's been a good sim year or two. Has this happened to others and if so how does one get them to use it?

Also when I click on the data view for garbage the new landfill area doesn't light up. I don't understand why it's now being recognized and used.

Do you have a street or road going along one full side of the new landfill tiles? It won't get used if there isn't any access from at least one full side if it's rectangular.

Try dropping a Waste to Energy plant next to the new area.  Don't forget the roads.
