How are you supposed to use one way streets?

Well you came to the right spot.  I'm assuming you mean the reason for them and not literally how to put them down.  I tend to use them to guide my sims to a major road I want them to use.  I also like to put them o either side of an avenue in my downtown areas, it seems to help with traffic.  Also if the sims have a long way to go to say the industrial area I have two of them, one going and one coming back.  If your asking about putting them down, just put them down like any other road...  I'm sure others will have other and probably better ideas as well!

In my big cities where I have a grid road layout and the roads are congested, I alternate with one way roads to help alleviate the traffic.

Yup. One-way roads can carry the most traffic of all standard roads. As soon as your road grid in a city gets congested, it's best to replace it by a grid of alternating one-way roads. Just pay attention that you don't accidentally make some areas unreachable.

One-way roads can aid in reducing traffic congestion, as they carry double the capacity of standard roads. They can be useful in highly congested areas, such as to interconnect with a central avenue and distribute traffic flow.

 

When building a one-way road network, it's important to ensure that each connection has an entrance and an exit point. Otherwise the traffic can only travel around in a loop!

Also, be careful not to overuse one-way roads. Using them sparingly is the key to maximise their effectiveness.

I use one-way roads as a stop-gap to relieve congestion.  Generally you need opposite going roads a block apart for this to be effective.  It can also result in a snap-back.  I recently had a loaded two way converted to one-way hit over 300% immediately.  Decided to let it cook for a while, because urban renewal is next.
