Simcity power lines?

Ok so I was browsing the Simcity technical issues forum and I got to reading one and I went to this link saying stuff about radiation will dissipate in 20 years. And I've noticed his background pic. It is a dirt road with "power lines".

Is that a mod or something or has dirt roads always had them?

Dirt roads have above-ground power lines. All sealed roads have the power lines buried.
