Does the lizard attack towns without a dump?

I'm not sure if it's been posted here, but the last three times Godzilla that came to town I bullozed everything in front of him and he disappeared pretty quickly thereafter.  There was virtually no costly rebuidling needed.   Has anyone else tried this and found it to be true?  There's a part of me that thinks I just got lucky.

so last time the lizard attacked him came up through my stadium after i paid 300k to schedule an event...then he proceeds to destroy the empire state building and two of my casinos

The lizard still comes to your city even without a dump. He'll just walk to some corner of the map and then disappear, no sooner or later than if there was a dump in your city. If you demolish your dump once the lizard appears, he'll still walk over to where the dump was before disappearing.
