Sharing Education

I started a second city in my region and instead of building a school I just plopped down some bus stops.  The people got "happy" when I did it (green smiley faces above their homes), so I'm assuming that the school in my first city will send buses over to my second city.  But, first, will this work?  And, second, if it is possible, is this feature working?  A lot of the region play stuff is broke and buggy, so I want to make sure this strategy works or is even possible.  Thanks.

I currently have students that are going to a neighboring city's University.  In my first city, i only have a grade school and high school, yet my Education Level is approaching maxed out. 

 

However, I never got any benefits of it (industry tech level increase, recycling increase, garbage decrease) until I plopped a community college in my own city.  I only had dirty industry in my city until i plopped the community college.  The instant i plopped it, my industry started advancing to manufacturing.

 

So, unless I am wrong, I think there is a bug.

I am having troubble sending or recieving students from other cities.

Also found putting an community college or university before you are practically done doing your city and have adequate level of education really dampens the industry as they can't get skilled enough workers.
