Maxis should place 'Disaster Insurance' in one of these updates.

Although my cities haven't suffered many disasters, when disasters actually do occur they can be quite costly. I remember a few days ago the dinosaur/godzilla/monster came to my city and destroyed apartment buildings, my hospital (which included about $200k worth of facilities), a police station, and whatever else was in his way before finally descending upon my garbage dump which it seems as if he eats the garbage which reduces some of the garbage. I literally had just handed out a few hundred thousand to each of my neighboring cities, opened a stadium, added a nuclear reactor, and added to my university so my city budget wasn't in the best of financial shape to go around building new hospitals, hospitals, and etc. but I made it work but at the same time I couldn't help but to think you should have a option of adding insurance to your city or even just specific buildings. 

 

What do you guys think? I don't play sandbox obviously so if the game isn't going to allow us to turn off disasters on our cities, then at least add disaster insurance to help those of us that can't really afford to build new facilities. I'd even suggest being allowed to go negative $100,000 into debt instead of having that $0 amount it has now that's totally unrealistic; I think if your city has $5,000 and is making most of its cash from specializations (which isn't factored into the hourly budget) you should be allowed to build a high-school and drop a few thousand into the negatives without having to take out a loan (some of us, formerly including myself max out our loans pretty early in the game so there's not much we can do once we reach $0 except cut, cut, cut and some time that still isn't enough). 

 

I guess what I would like to see is more governmental policy within the game, a government doesn't abide by the budget of an individual therefore we should be able to run a city with $0 in cash, at least for a temporary amount of time. 

 

Also facilities such as schools, the city-hall, recycling centers, etc. budget should fluctuate throughout the day rather than charging this or that amount constantly. During school hours charge us $2,000 (a made up number btw) a hour but when the school is closed for the day charge us like $500 a hour. And speaking of budgets, we should be able to have the depth of SC4 in budgets. I should be able to control or at least see what's included in my gov't, school, and etc. budget without having to whip out my calculator and seeing why my school budget equals up to say $4,000 an hour. 

 

So here's my request:

 

Disaster Insurance.

Being able to run a city while below $0.

Fluctuating budgets that depend on when the facility is being used.

In depth budgeting.

Few tips:

 

1. Apparently you'll be able to disable disasters in a coming patch.

2. If your city is paused, you can send a disaster to restart the timer. So send some aid money from one city, then go to the messed up city and throw a disaster at it to restart the clock. And apparently if you're in region view when you hit 0 it doesn't freeze till you go back to your city.

"Disaster insurance": keep building your city while your neighbours burn to a crisp. Just 0.99 $ for 1 in the mayors armory. Or buy a day pass for just 9,99 $!

Sounds about right.

Isn't that why we have bonds in the game? Frankly, I've never heard of city-gov insurance for disasters.
