Yesterday I saw a screenshot of a city with grid lines, something I have wanted since I started playing this game.  I have searched and searched and no one seems to know how to get them.  Please help.

It's a glitch for some people, no way to turn them off or on AFAIK.

Buy a rubbish graphics card like mine instant grid lines along with several other fun graphical issues like no sky blank screens when you try yo build certain roads and my personal favourite s predator style red screen overlay

Are you talking about the grid lines that appear when laying roads? :D

Those would be nice to have as a toggle-able tool !

They are toggle-able. Go to your roads menu. There should be some "toggle road guides" button.

I'm curious about this as well. To my knowledge there isn't a hotkey or anything to to activate it but it will certainly be useful from a planning perceptive.
