Resource trade cap?

Is there a resource trade cap? I have two cities, one for power and one for water. but the cities won't buy enough power and water to sustain themselve even though their is excess of both. Is this a bug or part of the game?

been wondering this too.... i can buy power, water, etc just up to a certain point but then its like i hit a wall and it refuses to buy any more regardless of how much excess.

been having this problem since launch, but noticing it especially now that I can actually play the game long enough to get into late-game region play. I have a city of about 260k which only buys its utilities from my other cities, and they have plenty of extra power, water, garbage etc but at a certain point it says my city is only purchasing like 40/250 mw available, but im running at a deficit of like 35 mw and it never goes away.

I believe you can only trade 33% of your excess capacity to each neighbouring city.

I'm having the same issues.... and if they will not properly trade resources amongst claimed cities, what is suppose to happen when the water drys up in one and can't buy from the other?? If anyone noticed.. when your city reaches a certain level in population, the water is being consumed drastically. If you have a pump with 3-4 modules to sustain that pop level (and grow further), it drys that water area up so fast... which leads me to wonder, what is going to happen when the water is ALL used up??
