Has there not been enough these fires that we have not outlawed pyrotechnics in small clubs?

Truly tragic. It is time to clamp down on pyrotechnic shows by amateurs. Nothing is added to the performance except thrills. It is far too dangerous. Note that the main problem was smoke from the sound-proofing insulation which was exposed everywhere.

What did they think was going to happen? Flares should not be used indoors. Period. Whoever this band is, I hope they get charged with negligent homicide or whatever they call it in Brazil.

Can't speak for Brazil, but I do know that some of these sorts of places in the US regularly pack in more people than fire marshal's orders allow. The vast majority of the time nothing bad happens, but if god forbid a fire starts the reason for the regulation is tragically exposed.

As for pyrotechnics indoors... yes, well, stupid people exist, and I'm sure alcohol is often involved in the recklessness that causes fires to start.

Never play with fire while drunk. It just won't end well.

How many were in attendance? If 500, that's really bad. If 445, that's like Venus colliding with the Earth. If 1000, it's still bad. If 10000, it's not much better.
