No there are other sites with different plugins, but unless you need the MAXIS rewards you should find everything you need to get started on the STEX.

is everything that was there on here now.

There was a exchange on the simcity website, EA didnt even look at it for years, so people uploaded whatever they wanted. Everything aside from the official files (mentioned in the post above) were either incomplete,a virus, not even a simcity download at all, or a combination of thoose.
