Problem with terrain

Hello. I have a problem when starting a city off. When I select a city, it looks like this

IT'S ALL WATER! (NOTE: I SELECTED PLAINS NOT WATER)

And when I tried raising the terrain, it crashes! I have the BRF Tunnel and Slope Mod and RHW Slope Mod. No terrain mods.

PLEASE HELP!

Is this problem occuring in Every citytile in the region, or in just one specific one?

Also, wouldn't 2 slope mods conflict with each other? Try removing them.

    It happens in EVERY city tile! I already fixed the crash bug. The cause was because of a tree controller. But my land is still below sea level. Haljackey said the RHW Slope Mod can be used with any other slope mod. I tried removing both RHW Slope Mod and BRF Tunnel and Slope Mod but to no avail.

    It happens in EVERY city tile! I already fixed the crash bug. The cause was because of a tree controller. But my land is still below sea level.     If you have a tree controller then you might have a terrain mod. Did you install any terrain mod, terrain texture, or rock/beach/water mods?

    Well, I installed the terrain mod and tree controller after I posted this thread ;) I have the Colombus Terrain Mod and the White Gravel Beach Mod (according to the readme of Colombus Terrain Mod, you can have ANY beach mod installed). I installed the water mod before this thread was posted. I removed the terrain mod and water mod but to no avail.

    EDIT: My water mod is PEG's Windjammer.

    Well, I installed the terrain mod and tree controller after I posted this thread ;) I have the Colombus Terrain Mod and the White Gravel Beach Mod (according to the readme of Colombus Terrain Mod, you can have ANY beach mod installed).     EDIT: My water mod is PEG's Windjammer.

    Did you make sure you had the correct Terrain Textures? If you are using custom trees did you make sure there are no other tree controllers?

    Have you tried to load the game with no plugins in either Plugins folder (simply rename the current Plugins folders to something else)? Perhaps you have a height mod - something with a name like "1000m" or "import".

    I removed the Plugins folder and the terrain is BACK TO LAND! But I want my plugins back! I spent two hours on downloading the dependencies of CAM and I don't like to do it again! :P

    I spent two hours on downloading the dependencies of CAM and I don't like to do it again!

    This is a good reason to perhaps do what I do. I download what I want, decompress it/them and save it/them into folders specifically for that purpose (saving downloaded SC4 files), Then, instead of installing the files I want to use into my C:\Documents and Settings\My User ID\My Documents\SimCity 4\plugins folder I copy them into that folder. That way I will always have a backup and I will not need to re-download should something unforeseen happen to my plugins folder.

    I FINALLY FIXED IT! The problem was caused by this file named "CP_ColumbusPlayTerrainParametersForUseWithCPT_No7TreeController SNOWSCAPPED LOWER.dat" and when I removed it, the default terrain is back to land! So now we can lock this thread!
